At 3:15 a.m., the city of Portland announced a combined sewer overflow had occurred downstream of the Ross Island Bridge. Officials are urging people to avoid contact with the Willamette River during the overflow and for 48 hours after it stop. The city says the overflow is 80% storm water and 20% sewage.
