The largest group of European nations not in NATO are those that profess their neutrality. Including nations such as Austria, Ireland, and Switzerland, some have military neutrality enshrined in their constitutions, or because of previous dealings with the great powers.

NATO on Thursday said all its members were finally set this year to hit the alliance's previous defence spending target of two percent of GDP -- as they gear up for a far more ambitious goal.The new target replaces the alliance's former military spending goal of two percent that was first set back in 2014.

Including the U.S., the alliance is expected to spend around US$1.6 trillion on defense in 2025, up from $1.45 trillion in 2024.

NATO said all 32 members are projected to meet the goal of spending 2% of their GDP on defense this year, marking a significant shift since 2023, when only 10 countries met the threshold

Trump posted on his social media site that NATO’S commitment to winning the war "has been far less than 100%" and the purchase of Russian oil by some members of the alliance is “shocking”
