In 2012, the M23 movement – which takes its name from a botched March 23, 2009 agreement with the Congolese government – held Goma for some time before they retreated to give peace a chance.

Last month, M23 rebels backed by Rwanda took the city of Goma in a bloody battle. This weekend, the group entered the gold-trading center of Bukavu in eastern Congo after government soldiers fled.

But with M23 closing in on Goma, they had hardly fled to a place of safety. Still, it was the only option, Ms. Rugesha said. “There is nothing else to do,” she said.
