Luis Manuel Frias lured the girl into his vehicle around 9:30 a.m. Monday. The girl was able to describe him to police.

Luis Manuel Frias Jr. was arrested on three counts of sexual battery, one count of kidnapping, three counts of lewd or lascivious molestation and one count of unlawful exposure of sexual organs.
